How to deal with the energy crisis?

Please share your ideas and visions on how could we tackle the problem of petroleum and electricity in Nepal in short and long run?

The following may be a way forward to deal with the energy crisis in Nepal:-

a. There must be a dedicated bureaucrats with a firm government
b. Along with a.) there must be investors' friendly clear cut policy
c. We lack regular research in the power sector in Nepal, which is to be regularly conducted and must be made a national priority
d. NEA should be restructured, there should be a well built management structure with clear & optimistic development vision
e. Potential development of mines & gas/ petroleum, bio-mass, solar energy should be promoted alarmingly and there should be processing and transmission mechanism for distribution
f. In context of most of the hydropower operated in Nepal, NEA has not purchased electricity from many of such, therefore, proper channelization of electricity lines should developed to connect in the national grid
g. Infrastructure development should be initiated with most & most of the capital expenditure to be spent by the government in any fiscal years.
h. Nepal's PPA (Power Purchase Agreement) depends upon policy level as well as bureaucratic level players, which should be  with no doubt made transparent, disclosures should be published in a national level
i. At most 10 projects should be initiated at different parts of the nation (after the well research & feasibility) and government should call for the IPO (Initial Pubilc Offering) nation wide, separate department should be assigned to coordinate with the financial and management part, similarly, the progresses of such projects should be disclosed on quarterly basis. After the completion of project and distributed to the consumers, part of the revenue generated should be returned to the general public as dividend to their shares. This will be the circulation of fund from citizens to their own benefit and than again returns. Government should play a role of vigilant and an intellectual property or a facilitator in case of contingency.
